• ‘‘Emergency Keyholders’’ and www.emkey.co.uk is an independent company with no formal connections with any of the emergency services, however the concept for the website and database has been fully supported by the Derbyshire Fire and Rescue Service and Derbyshire Constabulary and will be made available and used accordingly by them. Emergency services will not be charged to access the database.
• The site and database are available exclusively to Derbyshire emergency services, at present. The next stage will be to involve the East Midlands region and then bring other regions online.
• The emergency services online database has been professionally designed to fulfil a need and to assist the emergency services in carrying out their roles and responsibilities.
• It will be solely used, via a secure login and password for the purposes of requesting the attendance of a key holder and to obtain information that may assist attending crews eg the presence of acetylene cylinders, guard dogs etc
• Information gathered and used in the database will only be used for the purpose as stated and will not be given to any third party.
• The registration fee is for a twelve months period, which starts from the time the account is fully active and information made available. Registration fee is as stated on the website at the time of registration. There are no further charges for accessing or amending members’ information.
• A vinyl sticker will be supplied, following registration. These should be displayed in a prominent place that can be easily seen with roller shutters etc closed.
• You will be invited to renew the registration following the twelve months period for a further twelve months.
• ‘‘Emergency Keyholders’’ reserve the right to refuse a registration on application or to remove information during the registration period if there is improper use of the website and/or database. Any fees paid in advance will be returned on a pro rota basis.
• Information provided on registration or by updating should be current and correct, to prevent key holders being called in error. Persons providing the information are responsible for its content.
• Attending crews will be required to make dynamic risk assessments for their own safety and the possible emergency situation facing them at any time so may need to enter premises before the arrival of any key holders.
• There could be a situation where the database server is briefly being updated and unavailable or the internet links are down. Whilst any disruptions will be kept to a minimum, there could be a period of time that our service is not available. If this is for more than a brief period, a contingency plan will be put into operation with the information provided via a secondary source.
Key Holders Role & Responsibilities
• Nominated key holders agree that their telephone numbers will be held on the database and that they could be called out by Police or Fire control centres at any time of the day or night.
• Key holders requested to attend should have a good knowledge and access to all areas of the building
• They should know how to silence and reset fire/burglar alarm systems
• Preferably they can supply a basic plan of the premises showing walls and doors, main gas and electric supplies and any useful information for the emergency services
If attending and the emergency services have left, or are not yet in attendance care must be take as intruders could still be on the premises or opening doors to smoldering fires could easily worsen the situation. If in doubt wait and call back the appropriate Service.
